Duties:

  • Represent NCI Agency during daily work as directed and delegated by the Head C2 Engineering;
  • Participate in technical interchange meetings and act as NCI Agency's representative as directed and delegated by NCI Agency;
  • Provide advice, recommendations and inputs in context of the analysis of alternatives for Nuclear Command, Control and Consultation (NC3), with focus on technical and interoperability aspects, materiel, and threat vulnerabilities;
  • Support the analysis and implementation of NATO's holistic approach toward NC3 capability development
  • Support the development of architectures for NC3 Communication and Information Services
  • Assist NCI Agency Project Manager on NC3 aspects and provide timely reports as well as raising any serious issues to NCI Agency Project Manager;
  • Review technical documentation related to the NC3 area of expertise and provide technical reports / responses / comments when requested by NCI Agency, ACT, ACO;
  • Contribute to the preparation of Project Proposals;
  • Liaise with ACO, ACT, NCI Agency stakeholders as appropiate directed by NCI Agency;
  • Support the coordination of project related aspects within the C2 SL, with other elements of the NCI Agency, and Agency external stakeholders;
  • Other duties as directed and delegated by NCI Agency.

 

Requirements:

  • Recent experience (at least seven years) of working in the NC3 domain either in a national or NATO capacity;
  • Knowledge of current NATO nuclear operations policy, doctrine, processes and supporting C2/3 systems;
  • Recent experience (at least seven years) in systems engineering, including analysis of capability requirements, requirements decomposition, and the development of system requirements specifications;
  • Military domain knowledge in one or more of the communities of interest in the following areas of work (i.e. Air, Maritime, Land, Joint Targeting, and Situational Awareness including Common Operational Pictures);
  • Knowledge and experience in state-of-the-art technologies relevant to the work, including information processing and transfer of information between different security domains;
  • Be, as a minimum, in possession of an NS personal security clearance;
  • Be prepared to travel on temporary duty assignments;
  • Have the Ability to work in an international / military environment as part of the Purchaser's team to meet NCI Agency's mission objectives;
  • Proven ability to work successfully with diverse stakeholders and within project teams to exercise personal responsibility in his/her field of activity;
  • Excellent communication skills with fluency in English, both orally and in writing, using tact and diplomacy, with good briefing and presentation skills;

Desirables:

  • At least seven years of experience in specification and/or development of complex C4ISR systems ideally with significant business, political, or high-profile impact, and high-risk dependencies) for a large organization; or five years with an advanced university degree (equivalent to Master's);
  • At least two years of experience in using requirements management tool Rational DOORS;
  • Knowledge of configuration management concepts, system life cycle management and quality management;
  • Knowledge of NATO or national C2 capability requirements, design and support policy;
  • Knowledge of NATO or national governmental acquisition policy and procurement procedures;
  • Prior experience of working with military and civilian elements preferably in an international environment ;
  • Understanding of service management and ITIL framework;
  • Knowledge of the NATO Common Funded Capability Delivery Governance Model
  • Knowledge of NATO and NCI Agency processes and procedures;
  • Knowledge of NATO responsibilities and organization, including Allied Command Operations and Allied Command Transformation.
  • Knowledge of NATO or national governmental acquisition policy and procurement procedures.
