RFQ 2025-0178 - ACPV Service Catalogue Design and Development Support

The contractor will provide deliverable-based support to the NATO Cyber Security Centre (NCSC) to design and develop the ACPV (Asset, Configuration, Patching and Vulnerability) Service Catalogue. Key duties include:

1. Design & Documentation

  • Develop a Service Description (SD) using NCIA templates (including value proposition, service features, pricing, etc.).

  • Draft a Service Delivery Plan (SDP) that includes:

    • Technology components and service model

    • Support model and roles (with RACI)

    • Delivery processes, KPIs, and SLA integration

  • Create a Bottom-up Service Cost Model detailing all cost elements for rate setting.

2. Agile Sprint Execution

  • Work in weekly Agile sprints (total: 22 sprints in 2025, up to 46 in 2026).

  • Participate in:

    • Sprint planning meetings

    • Daily stand-ups (“touch points”)

    • Sprint reviews

  • Deliver defined outputs for each sprint and submit written sprint completion reports.

3. Coordination & Meetings

  • Provide daily status updates and collaborate closely with NCIA points of contact.

  • Attend workshops, conferences, and meetings (onsite in Mons, Belgium, or online).

  • Produce draft and final versions of required reports.

4. Quality Assurance & Payment

  • Meet sprint acceptance criteria for successful payment.

  • Submit signed Delivery Acceptance Sheets (DAS) after each milestone (4-sprint block).


REQUIREMENTS

Mandatory Qualifications

  • Security Clearance: Must hold NATO SECRET security clearance.

  • Location: 100% onsite at NCIA HQ in Mons, Belgium.

  • Nationality: Must be a citizen of a NATO member country.

Technical Skills

  • Proficiency in ITIL (Service Strategy/Service Design).

  • Strong understanding of financial modeling for IT services, including cost and rate calculations.

Soft Skills & Competencies

  • Problem-solving: Effective at diagnosing and resolving IT issues.

  • Communication: Excellent English, both written and verbal.

  • Interpersonal: Able to explain technical issues to non-technical stakeholders.

  • Organization: Ability to manage and document multiple tasks accurately.

  • Teamwork: Collaborative mindset and ability to work under pressure with diplomacy.

Additional Expectations

  • Must adapt to Agile methodology and iterative development.

  • Availability to travel to other NATO locations if required (travel reimbursed separately).

  • Required to work outside regular hours if necessary for deliverables.

  • Must sign a Non-Disclosure Agreement (NDA).

Desirable Qualifications

  • Experience with:

    • NATO or NCIA operations

    • National defence or governmental entities

    • NATO CIS tools and templates
