Working Conditions: Full-time on-site, workshop environment

Key Duties & Responsibilities

  • Manage the Prototype Engineering Centre (PEC), including work prioritization, manpower allocation, and record keeping.

  • Prepare budget inputs and act as task manager for O&M and investment budgets.

  • Supervise PEC staff and associated contractors; liaise with NCIA staff.

  • Ensure high-quality prototyping support for the Agency.

  • Coordinate design and assembly planning for prototypes in collaboration with scientists and technicians.

  • Monitor daily use of workshop machines, tools, and equipment in accordance with Dutch safety regulations.

  • Determine requirements for engineering equipment and materials.

  • Maintain all prototyping facilities under PEC responsibility.

  • Provide daily operational control of PEC, including coordination, progress monitoring, quality assurance, and budget oversight.

  • Translate conceptual Agency/scientific requirements into workshop specifications following national, international, civil, and NATO standards.

  • Advise on procurement, feasibility, and realization of prototype activities.

  • Design, implement, and test prototypes.

  • Develop new business opportunities and expand PEC visibility to attract internal customers.

  • Prepare quotations and cost estimates for PEC services.

  • Investigate and monitor future equipment and material needs to keep facilities up to date with technical developments.

  • Maintain technical records related to the Programme of Work.

  • Support procurement activities for tools, equipment, and materials.

  • Maintain up-to-date knowledge of trade and technical skills.

  • Deputize for higher-grade staff when required.

  • Perform other related duties as necessary.


Required Skills, Knowledge & Experience

  • Higher vocational training in Mechanical, Electrical, or Fabrication Mechanics.

  • Proficiency with Microsoft Office Suite.

  • Knowledge of electrical systems and wiring diagrams; ability to read and advise on improvements.

  • Strong managerial competencies and leadership experience.

  • Solid experience operating heavy machinery and workshop equipment.

  • Good understanding of Health & Safety rules in technical and workshop environments.
