Principal Assistant (FINANCE)

Duties & Role (what the person will do)

1) Planning & Budgeting

  • Assist in preparation and updating of the Business Execution Plan to support O&M Operating Costs, aligned with the NCI Agency Business Plan and Financial Plan.

  • Prepare the Quarterly Annual Financial Report (QAFR).

  • Provide inputs for Customer Rates and Service Rates.

  • Assist in preparing and maintaining the NISC procurement plan, coordinating with relevant Service Owners.

2) Performance & Execution Monitoring

  • Assist in NISC financial execution and in-year reviews through continuous/monthly monitoring of targets set in the Business Execution Plan.

  • Identify urgent actions to rectify deviations across all sources and types of funds.

  • Produce analysis and management reporting on revenues, costs, variances, productivity, and cost control.

  • Monitor expenditures against all funding sources and proactively resolve discrepancies with managers.

  • Monitor Purchase Orders for externally sourced workforce and maintain a dashboard for work execution and time bookings.

  • Guide/monitor BA staff in identifying service costs and managing projects in ServiceNow.

3) Internal Control

  • Review and validate project Price Proposals for OE services from a financial perspective.

  • Manage/control EBA Fund tasks (e.g., admin travel).

  • Align resource allocations with NISC business plans through approved prioritization processes.

  • Ensure NISC resources are sufficiently planned and that effort booking discipline matches actual workload.

  • Secure timely processing of non-billable time cards and complete timesheets for NISC resources.


Requirements (Skill, Knowledge & Experience)

Mandatory / baseline

  • At least 5 years of relevant experience.

  • Excellent command of spoken and written English, with proven ability to communicate effectively orally and in writing.

  • Experience with Microsoft Excel, Word, PowerPoint, and SharePoint.

  • Prior experience working in an international environment with both military and civilian elements.

Preferred / desirable

  • Experience in budgetary planning and management.

  • Experience in resource planning and personnel management.

  • Awareness of Project Management frameworks/methodologies (PRINCE2, PMP) (preferred).

  • Analytical skills (preferred).

  • Some understanding of cost accounting.

  • Knowledge of the NCI Agency (desirable).

  • Experience working in a customer funding environment.

  • Experience in documenting / improving business processes.

  • Experience liaising with internal/external staff and ability to build relationships across the business.
