Business Data Analyst (Financial)

Role Overview

The Business Data Analyst (Financial) will support data management, modelling, analytics, business intelligence, and data-driven decision making. The role combines data engineering, data science, software development, and user experience evaluation, contributing to the full data lifecycle within the NCI Agency.

The Analyst will work in a dynamic, international setting that includes both military and civilian personnel, supporting operational, strategic, and governance processes.

Duties & Responsibilities

Data Management

  • Develop and implement plans, policies, and practices to manage and protect data assets.

  • Design and oversee master data management processes.

  • Assess data integrity across multiple sources.

  • Provide guidance on data transformation between formats.

  • Maintain information-handling procedures ensuring integrity, availability, and searchability.

  • Apply metadata structures and protection measures.

Programming / Software Development

  • Design, code, test, document, amend, and refactor moderately complex programs and scripts.

  • Apply agreed coding standards and tools.

  • Monitor and report on development progress.

  • Identify software development issues and propose practical solutions.

  • Participate in code and work reviews with team members.

Data Modelling & Design

  • Investigate enterprise data requirements, even when complex or ambiguous.

  • Plan and execute own data modelling/design tasks using appropriate techniques.

  • Provide guidance to colleagues on using data structures and components.

 Data Engineering

  • Design, implement, and maintain complex data engineering solutions.

  • Build and maintain data pipelines connecting data across stores, applications, and organisations.

Data Science

  • Analyse problems and datasets to determine suitable data science and analytics approaches.

  • Apply data science techniques using programming languages such as Python, R, or similar.

  • Respect industry-specific rules, risks, and modelling constraints.

  • Select, acquire, and integrate data for analysis.

  • Develop data hypotheses, methods, and analytics models.

  • Evaluate model performance and advise on suitable techniques.

  • Contribute to development, monitoring, evaluation, and deployment of data science solutions.

 Business Intelligence

  • Support BI needs across operational, management, and governance processes.

  • Investigate BI reporting requirements when complexity exists.

  • Apply non-standard BI tools and techniques for insights and decision-making.

  • Capture, acquire, and integrate data for BI analysis.

  • Identify opportunities to optimise BI capabilities and data-handling workflows.

Data Visualisation

  • Apply visualisation techniques and design high-quality data visuals.

  • Automate and operationalise visualisation production.

  • Select appropriate visualisation approaches from multiple options.

  • Contribute to experimentation and innovation in visualisation.

User Experience Evaluation

  • Evaluate prototypes and design options based on user feedback.

  • Test usability and accessibility of components and alternatives.

  • Conduct structured evaluations, record data, and analyse results.

  • Recommend actions based on evaluation findings.

  • Identify future areas of user research.

  • Check systems, services, or products for compliance with standards and guidelines.

  • Benchmark usability of existing or competitor systems.

Requirements

 Education & Experience

One of the following:

  • A relevant university degree (nationally recognised) 2 years post-related experience,
    OR

  • No degree but at least 6 years of extensive and progressive expertise directly related to the role.

Additional required experience:

  • Demonstrable experience as Data Analyst, Data Scientist, or in a similar data-driven role.

  • Experience with at least one programming language: Python, R, C#, etc.

  • Experience with visualisation tools: Power BI, Grafana, R Shiny, etc.

  • Experience with SQL and relational databases (e.g., SQL Server).

  • Experience with UX KPIs and reporting.

 Desirable

  • Experience working in international/multinational military or civilian environments.

  • Knowledge of NATO structure, including ACO/ACT.

Certifications

Preferred:

  • ITIL Foundation

  • DevOps Foundation

  • Certifications in programming/software development are a significant advantage.
