Open-Source Intelligence Standardization Specialist

Main Duties

  • Develop NATO technical standards for Open-Source Intelligence (OSINT) to improve data sharing and interoperability across NATO and allied nations.

  • Review existing NATO standards (STANAGs) and identify gaps related to OSINT data management.

  • Analyse current OSINT standardization efforts across NATO, member nations, industry, and international frameworks.

  • Collect requirements from NATO stakeholders and national representatives for sharing publicly and commercially available information.

  • Draft and coordinate the development of a new OSINT standard (STANAG or addendum).

  • Work with NATO bodies such as SHAPE J26, NCIA, OSINT Working Group (OSIWG), and JCGISR.

  • Produce four key deliverables including assessments, requirement reports, and draft OSINT standards.

  • Support stakeholder coordination, documentation, and reporting throughout the project.


Key Requirements

  • Education: Degree in Computer Science, Data Science, or related field (or equivalent professional experience).

  • Security Clearance: Valid NATO SECRET clearance required at contract start.

  • Technical Knowledge:

    • OSINT formats, metadata, and data management.

    • International open-source data standards.

    • Data sharing in complex multi-network environments.

    • Cloud service models and data platforms.

  • Professional Skills:

    • Experience with technical standardization or data standards.

    • Ability to work independently and coordinate with multiple stakeholders.

    • Strong analytical, documentation, and communication skills.

    • Fluent Business English.

  • Desirable:

    • NATO or military experience.

    • Knowledge of Microsoft tools (Word, Excel, PowerPoint).

    • Experience working in international or defence environments

 

The primary work location is SHAPE in Mons, Belgium, with the possibility of remote work. Limited travel within NATO structures may be required and is included in the contract budget. Expected travel may include visits to NCIA in The Hague, Joint Force Commands (JFCs) or other NATO Command Structure/NATO Force Structure sites, and OSINT Working Group meetings, typically for short missions of approximately 3 working days each. Travel requirements will depend on project needs and coordination activities with NATO stakeholders.
