APSS ISR Data Engineering
Context of the Role
- Part of NATO’s Alliance Persistent Surveillance from Space (APSS) programme
- Focus on integrating space-based ISR data (imagery, reports, intelligence) into NATO systems
- Work within a multinational, high-security environment at NCIA The Hague
Data Engineering & ETL Development
- Design and implement ETL processes (Extract, Transform, Load)
- Connect and integrate data from multiple sources, networks, and domains
- Ensure data consistency, quality, and accuracy across platforms
Data Pipelines & Modelling
- Build and maintain data pipelines and workflows
- Develop data models, schemas, and transformation mappings
- Support data-centric architecture for ISR data
System Troubleshooting & Optimization
- Identify and resolve:
- Data flow issues
- Performance bottlenecks
- Integration problems in production environments
Monitoring, Resilience & Configuration
- Implement:
- Monitoring solutions for data pipelines
- Configuration control mechanisms
- Resilience strategies to ensure system stability
- Test and validate all solutions
Documentation & Knowledge Transfer
- Produce:
- Technical documentation (ETL flows, configs, scripts)
- System design and operational guides
- Deliver training to admin/support staff on implemented solutions
Collaboration
- Work with cross-functional teams to:
- Define requirements
- Align data integration approaches
- Operate under guidance of NCIA but own delivery of outcomes
The role is structured around:

Strong focus on end-to-end delivery documentation handover
Experience Requirements- Typically 1–3 years in:
- Data engineering
- Software engineering
- Data management or similar
- Experience working in:
- Multinational teams
- Deliverable-based environments
Data Engineering
- ETL tools (e.g.):
- Apache NiFi
- Informatica
- Talend
- SSIS
- Experience with:
- Data pipelines and transformations
- Data integration patterns
Data Platforms & Storage
- Familiarity with:
- Relational databases
- NoSQL databases
- Graph databases
- Object storage
- Vector databases
Cloud & Infrastructure
- Exposure to:
- AWS or Azure environments
- Comfortable with:
- Linux command line
Data Handling & Quality
- Data modelling and schema design
- Data validation and anomaly detection
- Strong troubleshooting and problem-solving skills
- Ability to:
- Deliver structured, milestone-based outputs
- Document solutions clearly and thoroughly
- Strong communication skills in English
- Ability to work in secure, high-governance environments
- Location: NCIA The Hague, Netherlands (100% onsite)
