Duties / Role Responsibilities

Under the direction of the Principal Contracting Officer, the Contracting Assistant will:

  • Manage contractual matters across competitive and sole-source procurement, including:
    • Drafting, coordinating, and releasing solicitations
    • Evaluating and analyzing bids
    • Conducting discussions with bidders
    • Supporting contract award processes in line with agency procurement procedures
  • Coordinate and liaise with contractors to ensure:
    • Contract compliance
    • Timely delivery of contractual tasks
  • Perform contract administration tasks such as:
    • Processing contract changes, amendments, and updates
  • Review business cases to determine appropriate procurement approaches:
    • Assess requirements, benefits, and options
    • Decide on procurement route (e.g., open market or collaborative frameworks)
  • Investigate, resolve, or escalate procurement-related issues
  • Implement supplier performance improvement initiatives and programmes
  • Support internal customers with procurement-related matters
  • Contribute to ACQ and NCI Agency reporting with timely and high-quality input
  • Keep line management informed of issues and concerns
  • Perform additional duties as required

Requirements

Education & Experience

  • Higher vocational training in a relevant discipline with 2 years post-related experience, OR
  • Secondary education with 4 years post-related experience

Knowledge & Skills

  • Experience maintaining financial records for audit and compliance purposes
  • Knowledge of procurement methods and processes
  • Experience with high-value, high-volume framework contracts for services
  • NATO procurement knowledge is desirable

Desirable Experience

  • Experience working in the public sector
  • Experience in an international environment with military and civilian stakeholders
  • Understanding of NATO structure, responsibilities, and organisation

Language

  • Strong English language proficiency required (primary working language)
