Contracting Officer

Duties & Responsibilities

1. Contract Management

  • Collects and analyzes contract performance data (e.g., pricing, supply chain costs).
  • Monitors KPIs and identifies under-performance.
  • Ensures compliance with contract Terms & Conditions and addresses non-compliance.
  • Manages contract risks and reward mechanisms.
  • Tracks progress against business objectives.
  • Identifies required changes and manages contract variations.
  • Implements change management processes with stakeholders.

2. Sourcing & Procurement

  • Reviews business cases and determines appropriate procurement routes.
  • Prepares pre-qualification questionnaires and tender documents.
  • Uses market knowledge to define specifications.
  • Supports collaboration and negotiates contract terms.
  • Prepares acceptance documentation and advises on contracts and SLAs.

3. Contracts Management & Administration

  • Oversees administration of a wide range of contracts.
  • Advises on upgrading contracts and resolving complex issues.
  • Trains others on contract management tools and technologies.
  • Develops standard processes for efficiency.
  • Evaluates operational and legal risks in contract enforcement.

4. Contracts Review

  • Maintains contract and vendor documentation.
  • Assesses legal implications of contract terms.
  • Interprets legal/service agreements.
  • Monitors compliance with contractual and regulatory requirements.

5. Procurement Function

  • Supports procurement mission, vision, and objectives.
  • Ensures adherence to procurement regulations.
  • Participates in regulatory and stakeholder meetings.
  • Implements procurement initiatives and programs.
  • Documents procurement processes and requirements.

6. Purchasing Activities

  • Records purchasing activities (orders, bids, etc.).
  • Uses procurement systems and tools.
  • Ensures compliance with procurement rules.
  • Performs routine purchasing tasks.
  • Follows procurement procedures and requirements.
Requirements

Education & Experience

  • Bachelor’s degree in a relevant field minimum 2 years experience, OR
  • No degree but at least 6 years of relevant, progressive experience.

Professional Experience

  • Experience in acquisition, procurement, and contract management in:
    • Large international organizations (e.g., NATO, UN, EU, MoD), or
    • Large international private companies.
  • Experience at a significant responsibility level (e.g., Contracts Manager).
  • Experience in pre-award and post-award contracting for high-value, complex systems.

Technical Knowledge & Skills

  • Strong understanding of:
    • Procurement methods (competitive & sole source)
    • Negotiation techniques
    • Cost and price analysis
    • Contract law and administration
    • Logistics principles
  • Ability to work independently on complex projects.
  • Strong written and verbal communication skills.
  • Experience presenting to senior management.
  • Familiarity with automated procurement tools (ERP, e-procurement systems).

Desirable Experience

  • Public sector experience.
  • Experience in international (civilian & military) environments.
  • Knowledge of NATO structure and responsibilities.

Language

  • Proficiency in English (working language).
