Position: Electromagnetics Operations (EMO) Discipline Coherence Officer
Location: Oeiras, Portugal
Working arrangement: Full-time, on-site
Security clearance: NATO Secret
Travel: Possible temporary duty travel (TDY)
Main duties
- Integrate the new EMO Strategic Training Plan into follow-up and development activities under the DDO Coherence Officer’s direction.
- Draft the EMO Baseline Report.
- Support development of the EMO Training Requirements Analysis and its report.
- Plan and conduct the initial Training Needs Analysis to address education and training gaps.
- Identify and develop the EMO Community of Interest and target audiences across NATO organizations and structures.
- Coordinate with other disciplines to address gaps and prevent duplication.
- Plan and execute the inaugural Kick-Off Meeting and Training Requirements Analysis Workshop.
- Participate in the 2026 NITEC/IPB.
- Prepare monthly situation reports and quarterly Programme of Work reports for HQ SACT.
Essential qualifications and experience
- Fluent English, including the ability to produce technical, procedural, and user documentation.
- At least three years of EMO-domain experience, including developing, delivering, or managing EMO education and training.
- At least three years of experience with NATO’s Global Programming Approach and Systems Approach to Training, or equivalent methodologies.
- At least three years of experience developing, delivering, or evaluating training programmes.
- At least three years of quality assurance experience in an education and training environment.
- Competence in instructional techniques, Training Needs Analysis, training requirements, and Performance Objectives.
- Knowledge of military communications and information systems, with military training-delivery experience.
- Experience with learning management systems and web-conferencing platforms.
- Experience organizing conferences, workshops, or small professional events.
- Proficiency with Microsoft Office, SharePoint, workflow tools, and general office automation.
- Experience working in an international military and civilian environment.
Education requirement
Candidates must have either:
- Higher vocational training in a relevant discipline plus at least three years of related experience; or
- Secondary education plus at least five years of related experience.
