CDT-0022, Engagement and Communications Consultant

  • Location: NATO Headquarters, Brussels, Belgium
  • Working arrangement: Full-time, fully on-site; no teleworking
  • Possible extensions: 2027 and 2028, subject to performance, budget and NATO regulations

Main duties

  • Produce leadership communications, including speeches, key messages, presentations, briefings, stakeholder packages, web content, social-media content and event materials.
  • Create and maintain an engagement and communications plan covering industry, academia, Allied stakeholders and relevant public audiences.
  • Explain complex cyber, AI, data, hybrid and digital-transformation issues in clear, audience-appropriate language.
  • Develop a strategic narrative linking CDT training, exercises, concepts and policy work.
  • Map and prioritize relationships with technology companies, defence industry, research institutions, think tanks and professional networks.
  • Plan and support conferences, workshops, roundtables, bilateral meetings and public activities.
  • Prepare speakers, target appropriate audiences and coordinate event follow-up.
  • Work closely with NATO communications, policy and technical stakeholders, including the Office of Strategic Communication.
  • Advise leadership on positioning, stakeholder perceptions, communications opportunities and reputational risks.
  • Regularly report on engagement activities and their results.

Mandatory requirements

  • Relevant university degree, such as communications, marketing, public relations, political science, international relations, security studies or technology policy.
  • At least 8 years of senior-level experience in strategic communications, stakeholder engagement, public affairs, marketing or external relations.
  • Preferably, experience in cyber, digital, defence, security or emerging technologies.
  • At least 3 years in a senior or lead communications role, advising management and leading strategic initiatives.
  • Strong professional knowledge of NATO structures, decision-making, stakeholder environment and civil-military working practices.
  • Excellent spoken and written English at SLP 4/4/4/4.
  • Ability to explain technical and policy matters to senior leaders, specialists and public audiences.
  • Valid NATO SECRET security clearance.
  • Signed non-disclosure agreement.
  • Compliance with NATO security, data-protection and operational procedures.
