 Intelligence Capabilities Project Manager

NATO equivalent grade: G20
Location: The Hague, Netherlands
Working arrangement: Full-time, on-site
Security clearance: NATO Secret

Key duties

• Oversee multiple Intelligence Capabilities projects.
• Lead project planning, scheduling, risk management, and stakeholder coordination.
• Prepare governance documentation and senior-level reports for CPP and NSIP.
• Coordinate delivery with ACO, SHAPE, NATO Headquarters, Joint Force Commands, and other NATO bodies.
• Support capability development, requirements refinement, and operational integration.
• Ensure alignment with outcome-based acquisition principles.
• Support the development of IFBs, RFIs, and RFPs.
• Manage contractors, technical teams, and cross-functional stakeholders.

Required qualifications and experience

• Demonstrated project management experience in defence, intelligence, or multinational environments.
• Strong understanding of Joint Intelligence, Surveillance and Reconnaissance, including:
  • Biometrics and identity intelligence
  • Processing, exploitation, and dissemination (PED)
  • Collection management
  • Enterprise intelligence services
  • Data-centric security
• Experience working with ACO stakeholders, Joint Force Commands, SHAPE, and multinational partners.
• Familiarity with CPP and NSIP governance processes.
• Knowledge of outcome-based acquisition and solicitation development.
• Strong written and verbal communication skills, particularly for governance documents and senior-level reporting.
• Ability to coordinate contractors, technical specialists, operational users, and other stakeholders effectively.
