Duties / Responsibilities – NSATU Senior On-Site Engineering Management Support

The Contractor shall provide one (1) qualified Senior On-Site Engineering Manager to support the NATO Security Assistance and Training for Ukraine (NSATU) mission and associated NATO Enterprise Architecture and Deployable CIS Services (DCIS). The assigned personnel shall perform, at minimum, the following duties and responsibilities:

Engineering Management

  • Provide end-to-end engineering management oversight for NATO Enterprise Architecture and DCIS services supporting NSATU operations.
  • Monitor service performance, engineering compliance, availability, and operational effectiveness across OSI Layers 1–7.
  • Analyse service trends, identify recurring operational issues, and coordinate corrective actions with resolver and engineering teams.
  • Lead and facilitate monthly and quarterly engineering service review meetings with customers and stakeholders.
  • Ensure engineering activities are aligned with NATO governance, operational priorities, and ITIL-based service management practices.

Customer Relationship Management

  • Act as the primary on-site interface between the Operational Community and technical service providers.
  • Maintain effective communication with customers, stakeholders, and technical teams regarding incidents, service performance, maintenance activities, and planned changes.
  • Manage customer expectations and ensure timely communication of operational risks, disruptions, and mitigation actions.
  • Support customer engagement activities and contribute to customer satisfaction improvement initiatives.

Incident and Change Coordination

  • Coordinate communication and stakeholder engagement during major incidents and service disruptions.
  • Support incident recovery activities through coordination with resolver teams and operational stakeholders.
  • Ensure timely escalation of operational issues impacting service delivery.
  • Monitor the impact of changes and maintenance activities on operational services and minimise service disruption risks.
  • Support change coordination activities related to projects, maintenance windows, and operational transitions.

Technical Coordination

  • Apply practical knowledge of NATO Enterprise Architecture, Deployable CIS Services (DCIS), secure communications, networking, and enterprise infrastructure technologies.
  • Liaise with technical service owners, engineers, and support teams to ensure operational requirements are translated into effective technical solutions.
  • Support onboarding and operational transition of new services and systems into the NSATU operational environment.
  • Ensure operational documentation, procedures, and service records are maintained and updated.

Reporting and Governance

  • Produce Monthly Engineering Performance Reports in accordance with NCIA reporting standards and timelines.
  • Maintain and update the Service Improvement Plan (SIP), including tracking actions, ownership, milestones, and improvement status.
  • Support KPI measurement, reporting validation, and service performance monitoring activities.
  • Contribute to governance meetings, service reviews, audits, and operational reporting requirements.
  • Ensure all activities, reports, and operational actions remain traceable, auditable, and compliant with NATO procedures.

Continuous Service Improvement

  • Identify opportunities for operational optimisation, service enhancement, and engineering efficiency improvements.
  • Track preventive and corrective actions through completion.
  • Monitor operational trends, recurring incidents, and service risks to support long-term service improvement initiatives.
  • Support implementation of continuous improvement actions aligned with mission objectives and operational requirements.

Operational Support

  • Provide onsite support at NSATU Headquarters in Wiesbaden, Germany.
  • Support operational activities across all NSATU functional locations, including Poland, Romania, and Slovakia.
  • Participate in planned night work, weekend activities, and operational support activities when required.
  • Undertake mission-related travel to NATO and NSATU locations as required by NCIA.

Mandatory Requirements

Candidates proposed for this position shall meet the following mandatory requirements:

Education & Certifications

  • Bachelor’s degree in Information Technology, Computer Science, Engineering, or a related technical discipline.
  • PMP certification from PMI or equivalent project management certification.
  • ITIL v4 Foundation certification.
  • Cisco CCNA certification or equivalent demonstrated networking competency.

Security Clearance

  • Valid NATO COSMIC TOP SECRET clearance; or
  • Valid NATO SECRET clearance with COSMIC TOP SECRET clearance in progress and obtainable during the first year of contract execution.

Professional Experience

  • Minimum 10 years of experience supporting NATO, defence, military, or other high-security environments.
  • Minimum 10 years of experience in NATO IT service delivery, engineering implementation, or mission support operations.
  • Minimum 10 years of experience with Incident, Change, Problem, Request, and Configuration Management processes.
  • Minimum 10 years of experience leading technical teams and coordinating engineering activities within NATO mission environments.
  • Minimum 5 years of experience administering Windows Server and enterprise infrastructure environments.
  • Minimum 5 years of VMware virtualization deployment and troubleshooting experience.
  • Minimum 5 years of experience in network/system security and secure communications.
  • Minimum 5 years of experience supporting Voice and Video communication platforms.
  • Minimum 5 years of experience with cryptographic systems, COMSEC, or secure communication technologies.
  • Minimum 5 years of experience supporting firewall and boundary protection technologies.
  • Minimum 5 years of experience with NATO Core Services and Functional Service Applications.
  • Minimum 5 years of experience with Microsoft enterprise technologies including Active Directory, Group Policy, Exchange Server, and SharePoint.
  • Minimum 5 years of experience administering SQL Server and SCCM environments.

Technical Competencies

  • Strong practical understanding of NATO Enterprise Architecture and Deployable CIS Services (DCIS).
  • Strong knowledge of networking technologies including LAN/WAN, routing, switching, firewalls, and secure communications.
  • Strong understanding of ITIL service management processes and operational governance.
  • Ability to support engineering operations across OSI Layers 1–7.

Language & Soft Skills

  • English language proficiency equivalent to NATO STANAG 6001 SLP 3333 or higher.
