Under the direction of the Head of the LDDB, the incumbent will perform duties such as the following:

  • Act as Subject Matter Expert in the Deployable Communications and Information Systems (DCIS) domain
  • Work closely with Subject Matter Experts and the Senior Learning Advisors to analyze, assess and articulate DCIS specific training needs.
  • Work closely with internal and external stakeholders to design learning solutions and coordinate development of DCIS courseware and learning material for NATO Command Structure, NCIA, Nations and Partners.
  • Work closely with Learning Advisors to develop training related sections of Project Proposals and Capability Programme Plans (CPPs).
  • Design instructional methods, such as demonstrations, interactive exercises, instructional videos, web-based courses, micro— learning, to support effective and efficient learning in conjunction with instructors;
  • Coordinate the development and maintenance of DCIS specific learning content, including but not limited to topics as:
  1. Server infrastructures, including basic networking, storage systems and associated protocols;
  2. Virtualization technologies based on VMWare, including hyper converged systems;
  3. Microsoft Windows Server or Redhat Linux Operating Systems;
  4. Directory, identity and access management consisting of multiple interconnected and federated active directory domains and forests;
  5. Ddvanced DNS resolution server hardening and GPO development;
  6. Windows patching and anti-malware update systems networking, cybersecurity, voice & VTC;
  7. Microsoft SharePoint environements and NATO IKM frameworks;
  8. CISCO Networking equipment configuration;CISCO Unified Communications Solutions;
  9. Microsoft Exchange infrastructure; and transmission path fundamentals and technologies.
  • Maintain relationships with DCIS stakeholders to stay abreast with technology developments.
  • Maintain, design and customise learning materials, resources and documentation to deliver agreed outcomes. - Articulate requirements for the DCIS specific training systems and collaborate with the NCI Academy Technical Capability Support (TCS) Section to ensure the appropriate training infrastructure is in place.
  • Conduct periodic reviews/revisions of course content for accuracy, completeness, alignment, and currency (e.g., course content documents, lesson plans, student texts, examinations, schedules of instruction, and course descriptions).
  • Recommend revisions to curriculum and course content based on feedback from previous training sessions and/or new capabilities.
  • Coordinate training changes with all stakeholders involved and specifically with NCIA Service Owners and NCISG J2/J6, which includes POC for the Delegation of Deployable CIS Permissions (DoDCP) training paths.
  • Manage Course Control Documents (CCD), ensuring currency, formal approval and publishing.
  • Work closely with instructors and the Quality Assurance Group to assess student performance and review cohort performance.
  • Act as back up for training delivery in the NCI Academy's DCIS curriculum, with a focus on "train the trainer" activities to enable other instructors to deliver the curriculum;
  • Deputize for higher grade staff, if required;
  • Performs other duties as may be required.

Requirements

Mandatory

  • A minimum requirement of a Bachelor's degree at a nationally recognised/certified University in computer science, engineering disciplines, statistics or similar discipline and 3 years post-related experience. Or exceptionally, the lack of a university degree may be compensated by the demonstration of a candidate's particular abilities or experience that is/are of interest to NCI Agency, that is, at least
  • Knowledge of and practical experience with deploying, operating and maintaining deployable CIS, such as NATO CALI, Dragonfly and Mini-PoPs
  • Experience with working in projects in the DCIS domain, particularly working to meet deadlines and delivering products within budget
  • Experience with delivering training on DCIS related topics
  • Experience with designing and developing learning solutions and course ware;
  • Experience with industry standard development models such as ADDIE or SAT;
