Senior Officer (Resource and Portfolio Management)

The Senior Officer (RPM) supports the Head of the RPM Office and the COO in leading planning, monitoring, and reporting activities at Level 1 across financial resources, portfolios (projects and services), and workforce management within NCI Agency organisational entities and Corporate Functional Areas (Finance, COO, CPO).

Key Duties

1. Portfolio Management

  • Engage and influence senior managers to ensure portfolio alignment with agreed business objectives.

  • Lead the definition and management of portfolios consisting of programmes, projects, and ongoing services.

  • Plan, schedule, monitor, and report on portfolio-related activities and performance.

  • Ensure portfolio components contribute to overall organisational objectives.

  • Identify portfolio-related issues and risks; recommend and monitor corrective actions.

  • Collect, summarise, and report portfolio performance metrics and status.

2. Portfolio, Programme & Project Support

  • Support programme/project control boards, assurance teams, and quality review meetings.

  • Provide project support services and recommend project control solutions.

  • Set up and provide guidance on project management tools, software, processes, and techniques.

  • Provide guidance on individual project proposals.

  • Deliver cross-programme perspectives on risk, change, quality, finance, and configuration management.

3. Business Situation Analysis

  • Analyse complex and ambiguous business situations using a holistic approach.

  • Identify problems and opportunities and contribute to selecting appropriate analytical techniques.

  • Conduct root-cause analysis and develop recommendations for improvement.

  • Engage and collaborate with operational stakeholders.

4. Workforce Planning

  • Gather, maintain, and analyse workforce capability and skills data.

  • Perform gap analysis aligned with business strategy and future requirements.

  • Contribute to workforce planning to meet current and future demand.

  • Coordinate ongoing workforce planning activities and maintain skills inventories.

5. Internal Controls

  • Evaluate audit trails and operational processes.

  • Participate in testing and reviewing internal controls.

  • Apply technology-based solutions to improve internal control processes.

  • Maintain internal control documentation and recommend enhancements.

6. Additional Responsibilities

  • Act as Fund Manager for the CIO Travel Budget.

  • Lead development and reporting of CIO Key Performance Indicators (KPIs).

  • Manage CIO inputs in the Tasker Tracker for Agency-wide staffing and coordination.

  • Deputise for higher-grade staff when required.

  • Perform other duties as assigned.

Requirements

Education

  • Bachelor’s degree from a nationally recognised university in a relevant discipline and at least 3 years of post-related professional experience;
    or

  • In exceptional cases, no degree may be compensated by a minimum of 10 years of extensive and progressive relevant experience.

Experience

  • Work experience with financial concepts, including funding streams, resource planning, and budget levelling.

  • Proven experience in resource management, including planning and allocation of costs and resources.

  • Prior experience with SNOW and EBA tools is an advantage.

Skills & Knowledge

  • Strong portfolio, programme, and project management support skills.

  • Analytical and problem-solving abilities in complex environments.

  • Stakeholder management and coordination with internal and corporate entities.

  • Familiarity with internal controls and audit processes.
