Vendor Management Officer
Core Purpose
The Vendor Management Officer supports NIMSC outsourcing and smart sourcing activities by developing service delivery contracts, managing vendor performance, and ensuring effective and compliant delivery of outsourced IT services. The role acts as a coordination point between business units, acquisition teams, and suppliers to ensure optimal sourcing outcomes aligned with NATO governance and strategic plans.
Key Responsibilities
1. Contract & Sourcing Support
- Develop Statements of Work (SoW), RFQs, and RFPs
- Support creation of contracting vehicles for dynamic sourcing
- Assist in defining and documenting service requirements
- Ensure alignment with procurement standards and governance
2. Supplier & Vendor Management
- Monitor supplier performance against contract terms
- Collect and analyse performance, SLA, and service quality data
- Identify and resolve vendor performance issues
- Support supplier improvement initiatives
- Maintain vendor relationships and partnerships
- Assist in supplier evaluation and selection
3. Contract Performance Management
- Track and report on contract performance metrics
- Ensure compliance with contractual obligations
- Support corrective actions and issue resolution
- Produce standard contract performance reports
4. Stakeholder Coordination
- Act as liaison between suppliers, ACQ, NIMSC, and business units
- Support stakeholder engagement and communication plans
- Manage feedback collection and service improvement input
- Help resolve operational issues and escalate where needed
5. Organisational Change & Service Improvement
- Analyse operational impact of changes
- Contribute to change management plans
- Support implementation of service improvements
- Participate in lessons learned and continuous improvement activities
6. Product & Vendor Evaluation
- Assist in evaluating and prioritising vendors and products
- Support collaboration with architects and IT specialists
- Apply established evaluation standards and selection criteria
Requirements Summary
Education / Experience
- Bachelor’s degree 2 years relevant experience
OR - 6 years extensive relevant professional experience (if no degree)
Essential Experience
- Development of contracting vehicles (SoW, RFQ, RFP)
- Vendor and supplier relationship management
- Monitoring contractor performance and SLA compliance
- Experience in sourcing and procurement environments
Desirable Experience
- NATO / NCIA procurement processes and regulations
- International/multi-stakeholder (military civilian) environments
- Knowledge of NATO structure (ACO / ACT)
Certifications (Nice to Have)
- Certified Outsourcing Professional (COP)
- Certified Supplier Relationship Management Professional (CSMP)
- Certified Contract Management Professional (CCMP)
Role Conditions
- NATO Grade: G15
- Location: Braine-l’Alleud, Belgium (on-site full time)
- Duration: 07 May 2026 – 31 Dec 2026
- Hours: 367.4 total
- Travel: Occasional (1–2 times/month within Belgium NCIA sites)
- Clearance: NATO Secret required
- Environment: Normal office setting
